Hear me out: Lobbying Frames and Policy Outcomes
Abstract
This study examines how stakeholders’ framing strategies influence the Euro-pean Commission’s policy proposals during the European Public Consultation pro-cess. Based on 1,007 position papers submitted to eight DG CONNECT consultations between 2020 and 2021, we combine sentence embeddings with Structural Topic Modeling (STM) to assess how the relative emphasis on specific frames affects stakeholders’ influence on the Commission’s final law proposal. We find that frames emphasizing Corporate Data, Access and Protection, Cybersecurity and Infrastructure Resilience, AI Regulation, Liability and Fundamental Rights, and Open Data, Mobility and Governance are associated with greater influence on the European Commission’s proposals. In contrast, frames centered on AI, Ethics and Innovation, Personal Data (Health and Skills), Agriculture Data, and Global Digital Governance and Cloud Standards are linked to lower influence. These findings suggest that framing choices significantly shape the effectiveness of lobbying strategies, shedding light on the discursive mechanisms through which stakeholders exert influence in EU policy formulation in the European Union.
